Our client requires a CCIO for strategic leadership, governance, and delivery of information management, information technology, cybersecurity, privacy, records retention, and digital services in a highly confidential justice/court environment. Resource will align business needs with secure, modern, and sustainable digital solutions while supporting judicial independence, access to justice, operational efficiency, court administration, risk management, and stakeholder engagement. Success in this role requires enterprise-level IM/IT leadership, digital transformation planning, information governance, and the ability to work collaboratively with senior leadership, judiciary, court administration, justice partners, and internal/external stakeholders.
Ability to pass criminal record and enhanced background check are required.
Work is onsite at client location in Winnipeg, MB.
Responsibilities
- Develop and implement information management strategies and polices to ensure the secure and efficient handling of Court information.
- Project management, change management and strategic planning processes for the effective delivery and management of both short and long-term information technology goals set by the judiciary.
- Ensure secure, stable, and modern court information systems that support timely and fair administration of justice.
- Improved digital services for court users, including enhanced access and usability.
- Strong governance, risk management, and compliance across courts technology operations.
- Lead the modernization of court information systems, including case management, e-filing, digital evidence, and courtroom technology (multi-year Courts IM/IT and digital transformation roadmap)
- Represent the interests of the judiciary recognizing judicial independence in their day-to- day operations of and/or projects involving implementing and/or updating software, databases and digital tools used by the judiciary or involving judicial data and court information
Mandatory Requirements
- Education and/or training involving computer science, information technology, cyber security or related field.
- Significant work experience, preferably 5 years or more, in information technology and information governance, with a focus on cybersecurity and records retention.
- Strong understanding of legal and regulatory requirements related to information management, cybersecurity, and records retention.
- Excellent communication and interpersonal skills, with the ability to work effectively with stakeholders at all levels of the organization.
- Strong analytical and problem-solving skills, with the ability to develop and implement effective information management strategies for an increasingly digital legal work environment
- Extensive experience conducting IT and information security research and providing advice and opinions, preferably at a senior executive level
- Demonstrated ability to prepare written opinions, memoranda and reports.
- The incumbent must have a superior understanding of the principles of judicial independence and possess strong political acumen and experience in the application of discretion and diplomacy to ensure positive outcomes and confidence in the administration of justice
- Well-developed planning and organizational skills in order to accomplish the position’s responsibilities and meet target dates and set priorities.
- Experience using MS Office, including Word, Excel, PowerPoint, Visio and Outlook and online legal research databases which may be used by the judiciary. Familiarity with JUDICLOUD (federally appointed judges email network) and/or PowerBI is considered an asset
- Stakeholder engagement – Build effective relationships with the judiciary, court administrators, justice partners, central government IT organizations, and external stakeholders.
- Represent the Courts on inter jurisdictional, justice sector, and government technology forums, as required.
- Communicate complex technical concepts clearly to non-technical audiences.
- On-site attendance is a mandatory requirement for this role
- Must be able to provide a satisfactory criminal record check and security clearance.
- The Resource will be required to execute a Non-Disclosure Agreement (NDA) and maintain strict confidentiality with respect to all information obtained or accessed in the course of performing the Services.
Desirable Requirements
- Relevant certifications such as the Certified Information Systems Security Professional (CISSP)
- A law degree from an accredited university or college recognized in Manitoba.
