Our client requires a part-time project manager to lead the delivery of large, complex IT and business transformation initiatives, aligning systems, processes, and programs across multiple stakeholder groups. The resource will apply PMI-aligned project management methodologies to deliver initiatives on time and within budget, while ensuring strong governance, risk management, and stakeholder engagement. Duties include supporting enterprise-scale projects spanning IT systems, infrastructure, and organizational functions, using Agile or hybrid delivery approaches.

Work is 100% onsite in Regina, SK.

Responsibilities
  • Develop, maintain, and execute detailed project plans, schedules, and budgets, ensuring alignment with approved governance frameworks and PMI standards.
  • Manage end-to-end project delivery using Agile and hybrid (Agile/Waterfall) methodologies, including scope, schedule, cost, quality, and resource management.
  • Provide executive-level reporting, risk and issue management, and recommendations to steering committees, sponsors, and senior stakeholders.
  • Coordinate multi-stakeholder workshops, vendor engagements, and cross-project dependencies to ensure integrated and on-time delivery.
  • Lead change control activities, including scope, timeline, and cost adjustments, clearly communicating impacts and negotiating approvals as required.
  • Oversee cloud-based IT initiatives such as SaaS implementations, cloud migrations, and cloud-native solutions, ensuring compliance with technical and security standards.
Mandatory Requirements
  • Ability to work 100% onsite at client office in Regina, Saskatchewan upon contract start date.
  • Demonstrated experience working as a practicing Enterprise Architect as part of a formal architecture practice.
  • Certification in TOGAF 9 or newer. (Provide details of TOGAF version and certification date)
  • Availability and commitment to work a part-time schedule of approximately 24 hours per week for the duration of the contract.
Desirable Requirements
  • Government Experience (This is heavily weighted)
  • Demonstrated experience applying formal architecture frameworks (e.g., TOGAF) to deliver integrated solutions across multiple domains, including Business, Information, Application, Technology, and Security. (This is heavily weighted)
  • Demonstrated experience leading Business Capability Planning and the design/development of business services to align IT delivery with organizational goals. Experience within public sector organizations is considered an asset. (This is heavily weighted)
  • Demonstrated experience with the design and implementation of Technical Governance Frameworks and the development of enterprise-wide architecture standards. (This is heavily weighted)
  • Demonstrated experience consulting with business and IT leadership to develop consolidated multi-year roadmaps and facilitating the organizational change management practices required to implement them. (This is heavily weighted)
  • Demonstrated experience with project portfolio prioritization and management.
  • Demonstrated experience with multi-year capital and operating budget planning for IT initiatives, including the development of comprehensive Total Cost of Ownership (TCO) projections.
