Our client requires a Business Analyst to support business users understand their respective business processes and resolve issues using technology, processes, people, and structure. This position plays an integral and strategic role in organizational success by supporting the business in making informed strategic decisions. The resource will be responsible for managing business requirements and must ensure that requirements are met by project managers, built by software developers, delivered effectively by a secure system of networks, tested by quality control, managed by the data owners, and accepted by the customers and stakeholders.

Project Description:

The successful resource will be supporting several operational programs including but not limited to the MSS Income Assistance Redesign Program (IAR). IAR is a multi-year strategy to improve client outcomes and increase efficiency and productivity of government programs and services. The new program will provide financial assistance to people who do not have sufficient resources to meet their basic needs, such as food, clothing, shelters and utilities. This will be enabled by modern technology that suits the needs of a changing society and provides MSS flexibility to make program changes into the future.

Work is 100% onsite in Regina, SK.

Mandatory Requirements
  • A Valid Certified Business Analysis Professional (CBAP) certification (Must provide a copy of the certificate)
  • Demonstrated experience as a practicing Business Analyst supporting business transformation initiatives within a public sector or similarly regulated environment, where work was performed within formal governance, policy, and accountability structures. The candidate must provide at least one project example and include:
    • The public sector organization or comparable entity (e.g., government ministry, agency, Crown corporation)
    • The nature of the transformation (e.g., digital service modernization, cloud/SaaS implementation, process or policy change)
    • The business area(s) impacted
    • The governance or approval structures involved (e.g., steering committee, executive sponsor)
  • Candidate must be available to work 100 per cent on-site located in Regina, Saskatchewan, Canada, upon contract start.
Desirable Requirements
  • Government experience. (This is heavily weighted)
  • Demonstrated experience leading and facilitating business process discovery and requirements gathering workshops to elicit, analyze, and prioritize business and technical requirements in alignment with business priorities for IT or digital initiatives. This requirement is heavily weighted.
    • The stakeholder groups involved (e.g., business owners, SMEs, IT, vendors)
    • The business processes explored or documented (current and/or future state)
    • The techniques used (e.g., facilitated workshops, process mapping, user journeys, backlog refinement)
    • How business priorities were identified, validated, and reflected in requirements
    • The outputs produced (e.g., process models, prioritized requirements, backlog items)
  • Demonstrated experience applying a technical understanding of IT solutions to effectively translate and communicate technical concepts to both technical and non technical stakeholders across multiple organizational levels on IT or digital initiatives. This requirement is heavily weighted.
    • Experience with cloud/SaaS solution, system integration, data flows, APIs, security considerations
  • Demonstrated experience preparing business analysis deliverables that directly support solution design, testing, and implementation, including use cases, user stories, and test support documentation, derived from documented business processes.
    • Use cases
    • User stories with acceptance criteria
    • Test scenarios or test plans.
  • Demonstrated experience analyzing business requirements and translating them into clear, testable business rules to support solution design, configuration, and decision making on IT or digital initiatives.
  • Demonstrated experience defining and articulating business problems or opportunities, establishing clear business outcomes, and evaluating solution options to support decision making on complex IT or digital initiatives.
  • Demonstrated experience coordinating and executing test scripts, utilizing formal testing methodologies to verify that system and business applications meet specific requirements.
  • Demonstrated experience preparing the business for change by conducting organizational readiness activities.
  • Demonstrated experience developing training, training materials and facilitate training for both technical and non-technical audiences.
  • Demonstrated experience working with Microsoft Power BI and Microsoft Azure DevOps is considered an asset.
