Our client requires a Project Manager to initially be responsible for RFP and business case completion to implement a replacement software and systems related to transportation and vehicle routing dispatching and optimization. The PM may also be assigned to other full life-cycle projects as required by the Project Management Office. Project assignment will depend on the contract PM’s capacity, suitability, and qualifications.

This position is designated as a ‘hybrid position’ which requires the resources to work at the office (with occasional work taking place at other Client facilities) at least 20% of the week. An expectation to work at the New Westminster location and travel to other client locations in the Greater Vancouver Area as requested at consultant’s expense. Resource shall be available during the Clients standard business office hours between 7:30AM–5PM Pacific Standard Time.

Mandatory Requirements
  • Bachelors or Master’s Degree in Business Administration or Computer Science.
  • 10+ years of full cycle technology project management experience, preferably with experience in SDLC (full cycle software development) projects, from developing a conceptual idea to requirements gathering to system design, system build, system test, training, and cutover.
  • Project management experience within related industries (e.g., transportation and vehicle routing dispatching, and optimization), is highly desirable as is the ability to manage RFPs and prepare detailed and comprehensive business cases based on solid business and financial analysis.
  • Experience managing a variety of stakeholders and negotiating with, and managing vendors, is also a requirement for this role.
  • Experience with cloud‐based systems, SaaS and managed services including projects requiring migrations from on‐premise to the Cloud.
  • A solid understanding of system interface and integration methodologies and associated design and testing requirements.
  • Data management and quality control including ETL functions.
  • Web and user interface design principles and standards including Accessibility (ADA, CDA, WCAG)
  • Knowledge of FOIPPA requirements
  • Experience working in a unionized environment
  • Public sector experience preferably within large complex environments
  • Extensive and proven experience managing stakeholders and an ability “to bring people together”.
  • Must have excellent people skills, excellent communications skills, both verbally and in writing.
  • Must display a sense of “urgency to get the job done”.
  • Experience applying organizational change management (OCM) practices and methods
  • Experience in managing multiple suppliers including software vendors.
  • Experience managing complex contracts and challenging vendors.
  • Experience in the management of a large budgets, including status reporting, forecasting.
  • Training and experience in best practice project management techniques and processes.
  • Experience working with, communicating to, and making formal presentations and recommendation to senior management within a large organization.
  • Experience facilitating workshops.
  • Experience developing and implementing technology projects and business process initiatives designed to improve efficiencies.
  • Experience gathering and analyzing functional and technical requirements and information from key business areas.
  • Experience leading an interdisciplinary team of technical and business resources effectively.
  • Experience with the standard MS Office tools, including Microsoft Project, and SharePoint.
Desirable Requirements
  • Project Management Professional (PMP) designation is a plus.
