Our client requires a Program Manager to manage The Digital Health Information Exchange (DHIEX) Program, which is meant to advance interoperability across the health system. The program advances standardization, improves the consistency and quality of health information, and supports more effective exchange of data across sectors.
This role will provide program management support within a portfolio that includes Data for Connected Health and the Digital Health Standards teams. The role is intended to strengthen overall program development, coordination, reporting, and oversight across interconnected workstreams, and to support effective planning, governance, and operational execution across the portfolio.
The Program Manager will support overall portfolio and program operations by improving integration, coordination, oversight, and reporting across multiple connected workstreams. This role will provide the structure, visibility, and operational support required to enable effective leadership decision-making and consistent program execution.
This opportunity is for UP TO five (5) days per week, subject to the availability of work assignments and scheduled meetings; actual time commitment may be less (i.e. This role is potentially part-time at different times of the initiative).
Work is hybrid work must be done within the province of Ontario.

Mandatory Requirements
- Public Sector experience
- Bachelor’s degree in Business, Health Information, or related discipline (or equivalent experience)
- Minimum 10+ years of experience in program management, large-scale initiative delivery, or portfolio oversight in digital health or healthcare environments
- Demonstrated experience leading multi-workstream programs, managing interdependencies, risks, and cross-team workflows
- Proven ability to establish program governance, performance frameworks, KPIs, and reporting mechanisms
- Extensive experience driving process optimization, operational improvements, and adoption of new delivery structures
- Demonstrated experience applying formal change management methodologies and practices to support adoption, behavioural change, and implementation across complex programs
- Strong experience in financial and resource oversight, including budget tracking, capacity planning, resourcing visibility, and forecasting support
- Demonstrated ability to coordinate multiple projects and deliver results under tight deadlines
- Extensive experience in partner engagement and facilitation for digital health initiatives
- Strong knowledge of healthcare data standards and terminologies (e.g., HL7 FHIR®, SNOMED CT®, LOINC®)
- Excellent Communication skills both verbal and written, and strong partner engagement skills
- Strong problem-solving, analytical thinking, and decision-making capabilities
Desirable Requirements
- Proficiency with Microsoft Products, with a preference for candidates that have experience with Microsoft based cloud tools (e.g., Microsoft Office 365)
- Proficiency in process mapping techniques and solution development lifecycle
- College/University undergraduate degree in Business, Health Information or related discipline from a recognized institution or equivalent experience
- Knowledge of Healthcare Information Systems used throughout the province of Ontario
- Knowledge of Ontario’s healthcare landscape
- Ability to readily identify, assess and mitigate implementation and adoption issues
- Excellent analytical, problem-solving and decision-making skills; verbal and written communication skills; interpersonal and negotiation skills
- A team player with a track record for meeting deadlines
