Our client requires a Senior Business Analyst with a background working in the public sector (preferably healthcare) to join a project focusing on establishing and supporting systems to recruit individuals living in Manitoba but not working in the health system, as well as Manitobans studying or working outside the province. New initiatives will include working with regulatory colleges and other departments in government to increase training and learning opportunities to create clear pathways to meet licensing requirements.
Services will be performed remotely within Canada.

Mandatory Requirements
Requirements Include:
- Certification in strategic planning (MUST HAVE)
- 10 years’ experience with financial and operational modeling for scenario and gap analysis including synthesizing findings to present to key stakeholder groups for decision making. Examples should include consolidating stakeholder input with data analysis to present findings to leadership teams to develop future state models, perform gap analyses, and develop transition plans for future state models. At least 1 example should include the implementation of a performance management framework.
- 10 years’ experience researching leading practices (including business processes, clinical integration, and service delivery), and incorporating them into future state business processes.
- 10 years’ experience performing analysis and implementing change in a healthcare or public sector environment. Experience should include analysis of service delivery activities, facilitation with key stakeholders, and assisting the business through change and transformation.
- 5 years’ experience facilitating business architecture and capability redesign activities and workshops to improve system efficiency and/or effectiveness. Activities should include developing recommendations, conducting reviews with stakeholders, and obtaining approval with executives and senior leadership in the organization.
- 8 years’ experience managing the corporate strategic planning function in an organization including the development of key initiatives and operational plans across business units. Examples must demonstrate how risk management practices were factored into strategic planning.
- 1 year of experience performing analysis on improvements to supply chain management practices supporting provincial healthcare delivery. Experience should include a focus on leveraging supply chain data to improve decision-making.
Desirable Requirements
- Degree in Journalism or Communication.
- Certification in leadership.
