Our client requires a business consultant to support a major digital transformation to unify and modernize its regulatory systems into a streamlined, agile, and connected digital platform that enhances environmental regulatory assurance. The resource will lead strategic planning and project management to support the rollout of a modernized digital regulatory system. Responsibilities include managing cross-functional teams, facilitating stakeholder engagement and ensuring quality assurance throughout development. This role requires expertise in driving change management, risk mitigation, and performance measurement to align with the department’s regulatory transformation goals.
Resource will work remotely but must be available to be on-site when requested for meetings. Standard Hours of work are 08:15 – 16:30 Alberta time. Work must be done from within Alberta, due to network and data security issues. Resource is responsible to pay for travel to on-site meetings.

Responsibilities
- Lead and document strategic planning aligned with regulatory transformation goals.
- Manage project releases for the digital regulatory system.
- Supervise teams conducting stakeholder engagement sessions.
- Present strategies and updates to executive and project-level stakeholders.
- Support risk and issue management processes.
- Develop and implement change and communication plans.
- Define and track performance and benefit indicators.
- Ensure quality assurance throughout system development.
- Oversee cross-functional teams handling design, development, testing, and implementation
Mandatory Requirements
- Must meet or exceed one of the following combinations of education or certification and experience in the resource role:
- University degree in business, management or a related discipline and four years of related experience; OR
- Two-year diploma in business, management or a related discipline from a recognized post-secondary institution and six years of related experience; OR
- One-year certificate in business, management or a related discipline from a recognized post-secondary institution and seven years of related experience.
- Active certification in CAPM, PMP or PgMP as issued by the Project Management Institute or equivalent and/or an active CMC designation as issued by a member institute of the International Council of Management Consulting Institutes or equivalent.
- Active professional certification or accreditation in a related discipline from a recognized issuing body.
- 5 years’ experience conducting, facilitating and interpreting impact and risk assessments across multiple scenarios.
- 5 years’ experience in managing projects within a large and complex enterprise public sector environment.
- 5 years’ experience in the design, development and implementation of a digital transformation initiative or digital delivery program
- 5 years’ experience using analytical and problem solving skills to plan and design creative solutions.
- 5 years’ experience with Environmental Management System (EMS)
Desirable Requirements
- 5 years’ experience at the senior management level or above within a large and complex enterprise public sector environment.
- 5 years’ experience in quantitative and qualitative analysis of costs and benefits
- 5 years’ experience in the analysis, development, and integration of complex IT systems.
- 5 years’ experience with change management.
- 5 years’ experience with systems development methodologies and life cycles for application development.
